CMS help needed

Chad, a friend of mine runs a site that is mostly article based, racing related. He is in search of the following:

* A CMS (content management system), preferably based in PHP4 and utilizing MySQL database backend.

* Ability to upload and archive images for use in articles (preferably with captioning capability).

* Ability to list and archive stories in multiple categories.

* Ability to support multiple authors with different access levels (i.e. Editor, Author levels are unique permission levels).

* A WYSIWYG article formatter (this is entirely optional but would be spiffy nonetheless).

* Free (or, if absolutely necessary to pay, less than $100)

There exists at least one CMS system out there that fits nearly every requirement I have. Unfortunately, it costs $400 -- which in the general scheme of things is cheap (considering that CMS systems like Vignette cost upwards of $25k per implementation), but still out of my price range.

Do you have any ideas that maybe could help him out. His front page has "crashed" and he is anxious to get it up and running again.
